The Sumner Stormwater Improvements project is Phase II of an overall stormwater infrastructure project located generally east of Walnut Street and crossing Grove Street, E. 2nd Street, E. 1st Street, and Columbia Avenue, from a detention basin system constructed in 2020 (Phase I) in the NE quadrant of the City to the Little Wapsipinicon River. This proposed storm water conveyance system is necessary for the detention basins to function properly. In addition, the proposed storm water improvements will relieve local flooding in neighborhoods along the drainageway. The construction improvements include the construction of approximately 1,074 LF of 54" RCP storm sewer, 226 LF of 6'x4' RCBC, 451 LF of Twin 6'x4' RCBC, 163 LF of Twin 8'x4' RCBC, RCBC end sections, 55 LF of 8" sanitary sewer, lift station construction, 1,424 SY of full depth pavement patch, 415 TON of Class A driveway surfacing, sanitary sewer gravity and forcemain construction, submersible lift station construction, water main lowering, and sidewalk and driveway replacement. Other associated improvements include temporary traffic control, mobilization, and miscellaneous associated work necessary to complete the project. Est. Value: $ 3,690,000.00 Work on the improvement shall be commenced any time after a written Notice to Proceed is issued, no later than March 11, 2024 The Contract Documents are returned complete and in a reusable condition, and (2) they are returned within fourteen (14) calendar days after the award of the project. You must call 515-964-1920 in advance to reserve a paper copy. The Notice to Proceed will be issued after the preconstruction conference, which is expected to occur in January/February 2024. This completion date is of the upmost importance to allow the City to meet the required funding closeout date in February 2025. If the Contractor is unable to meet the required project completion date set forth by the funding requirements solely due to legitimate vendor production schedules and/or supply chain issues, the Contractor shall submit written material procurement schedules along with letters from manufactures/vendors with substantiated rational for the delays for review by Engineer and subsequent submittal to funding agency for consideration of a potential timeline extension. Time extensions will not be considered for delays due to lack of Contractor coordination with Subcontractors or Utility Providers, lack of suitable commitment of labor or equipment, poor weather or delays caused by un-timely shop drawing submittals for critical path materials or equipment. Full completion for the overall project shall be defined as all work including punch list items completed, and all improvements ready for final acceptance. Should the Contractor fail to fully complete the work in this timeframe, liquidated damages of Two Thousand Dollars ($2,000.00) per calendar day will be assessed for work not fully completed within the designated Contract term(s). This project is receiving FEMA funding and will be required to follow the Build America Buy America requirements and will require SRF submittals. Sealed proposals will be opened and bids tabulated at 14th day of November 2023, in said Sumner City Hall. Proposals will be considered by the City of Sumner City Council at its meeting at 6:30 P.M. on the 20th day of November, 2023, in said City Council Chambers. The City Council may award a Contract at said meeting, or at such other time and place as shall then be announced.
