Project 1 - ROPEC - Electrical Reliability Upgrades. This project will Increase the electrical reliability and climate resiliency of the plant’s electrical system. Make diesel generated power available to all plant electrical loads. Replace critical aging electrical distribution equipment. Construction of Project 1 mainly consists of the following work: Modification to Plant 44 KV Power Distribution System including construction of a new Substation #0 and modification to existing Substations #1 and #2; Upgrades to Existing Plant 4160V Power Distribution System; • Construction of a Diesel Generator Building Addition; Implementation of a GMCS. Project 2 - ROPEC – Cogeneration Upgrade. Project 2 will: • Replace the existing aging cogeneration units. Increase cogeneration capacity to better utilize available digester gas. Supply cogeneration power to the complete plant electrical distribution. Enable the embedded generators to parallel with the utility grid when transitioning to islanded operation from utility power, and • Deliver recovered co-generator waste heat throughout the ROPEC site. Construction of Project 2 mainly consists of the following work: Construction of a New Cogeneration Facility including replacing existing cogeneration units with new increased capacity units; Implementation of a GMCS; Projects 1 and Project 2 both also include, but are not limited to, supply and installation of piping and valves, grading and paving, sedimentation and erosion control, electrical work, instrumentation and controls, HVAC equipment and all other work necessary to render the facilities complete and operational. TIEMELINE: An RFP for engineering services has been issued by the owner. 2 separate construction tenders will be issued in 2024. Official bid documents must be obtained from www.merx.com and bid submissions must be done through the Merx platform.
