The Tohopekaliga Water Authority (Toho) invites qualified firms licensed under chapter 489, Florida Statutes, to submit Statements of Qualifications (SOQ) for prequalification to provide Construction Manager at Risk (CMAR) Services for the Harmony Water Treatment Plant (WTP) Upgrade and Expansion project. The Harmony WTP Upgrade and Expansion project, in general, include the following: new membrane treatment system including pretreatment system and cleaning system, new digasifier, existing digasifier improvements, new ground storage tank (GST), new chemical storage and feed systems, new concentrate storage tank and disposal system, stormwater improvements, new operation building, and associated piping, valves, electrical and instrumentation and controls improvements. Respondents to this Invitation to Submit Qualifications must have proven expertise and extensive experience in the Construction Manager at Risk (CMAR) process related to water, wastewater, and reclaimed water treatment facilities including construction management of existing facility improvements, upgrades, and expansion. The Harmony WTP Upgrade and Expansion is funded by WIFIA loan. The WIFIA loan is federally funded. Toho reserves the right to accept and/or reject any or all submittals; to waive irregularity, variance, or informality whether technical or substantial in nature.
