All questions should be emailed to derrell.calhoun@va.gov by November 10, 2023, by 10:00 AM Eastern Time (ET). All responses to questions shall be incorporated into a written amendment posted to the solicitation. The quoter is encouraged to monitor the solicitations for any amendments. There will be one Site Visit, no individually visits. The contractor shall provide all labor, equipment, tools, materials, supervision, test equipment, travel and transportation necessary to perform annual preventive maintenance and inspections of the diesel generators along with checking the switchgears for each of the eleven (11) listed generators in accordance with current NFPA 99 and NFPA 100 testing and maintenance activities. Inspections shall include, but not limited to, assessing the prime mover's exhaust gas temperature against the minimum temperature recommended by the manufacturer (this information must be on the report) Contractor shall provide a minimum of four (4) continuous hours load bank with at least 30% of the nameplate rating to perform test. During the test, the dummy or load bank must be arranged so that it could be disconnected if power was lost to facility and the generator was needed for Medical Center use. Contractor shall polish the entire diesel fuel tank for each generator. Contractor to provide generator and ATS training manufacturer training. This annual inspection (of the generators, etc.) must be accomplished during the month of January and reports submitted timely. This contract is for a base year with four (4) one year option periods beginning January 1, 2024, through December 30, 2028.
