The City of Phoenix is seeking a qualified consultant team to provide construction administration and inspection services for the expansion of Lift Station 42 to increase lift station capacity to 3.1 million gallons per day (mgd), and the refurbishment of an odor control (biofilter) facility. The project site is located near the intersection of 32nd Lane and West Pecos Road. The estimated total construction cost for this project is $5.2 million. Lift Station 42 is an existing City of Phoenix facility with a firm capacity of 1 mgd. This project will expand the lift station firm capacity to 3.1 mgd. Work under this project includes demolition of existing wet well and removal of biofilter media and air distribution system, construction of a new larger wet well, four submersible pumps, new 12-inch force main discharge piping, and refurbishment of existing biofilter facility. The new discharge piping will connect to the existing 12-in dual force main piping. The Construction Administration and Inspection Services scope for this project includes, but is not limited to: o Provide on-site inspection and review of work to ensure the quality of the executed work and verify the work is in accordance with the construction documents and specifications. o Assist the Contractor in obtaining permits and approvals for work. o Provide oversight to ensure protection against defects and deficiencies in the work of Contractors and their subcontractors. o Perform special inspections as required by Annual Facilities Program (AFP). o Confirm Contractor's work progress and that quantities of work completed are on schedule and meet standards. o Review Contractor cost proposals, submittals, shop drawings, RFIs, payment applications, change orders, and other documents as directed by the City. o Certify Contractor payment applications. o Conduct a pre-construction meeting and other project related progress meetings. o Administer the construction schedule. o Keep City informed of project status and issues. o Issue interpretations and clarifications to the Contractor. o Conduct substantial and final completion walks. o Prepare a punch list of corrective work to be performed by the Contractor. Perform re-inspection of work. o Perform warranty walk and develop a list of repairs if necessary. Perform an inspection on all repairs completed. o Track, compile, and categorize project documentation including correspondence, meeting minutes, schedules, photographs, RFIs, submittals, and inspection reports. Deliver documentation on a flash drive to the City Project Manager following completion of the project. o Prepare and maintain as-builts. o Provide public information services. o Provide data from construction to update the Computerized Maintenance Management System per direction of the City's Water Asset Management Team. o Other services as required to support successful completion of the work and the City's interests. The City of Phoenix reserves the right to reject any or all Statements of Qualifications, to waive any informality or irregularity in any Statement of Qualifications received, and to be the sole judge of the merits of the respective Statements of Qualifications received.
