The City of Phoenix is seeking a qualified consultant team to provide electrical Engineering services to provide electrical design reviews and construction administration and inspection services, including ARC Flash Hazardous Analysis Testing Services for the Water Services Department's Water Remote Facilities. Services may also include programming, study, assessment, and design. The water remote facilities are located citywide. The estimated construction cost is $150 million. SECTION II - SCOPE OF WORK The selected firm will be required to provide arc flash hazardous testing services utilizing a professional electrical engineer. The arc flash hazardous testing will include as-built existing single line diagrams, conducting load calculations for motor control centers, switchgear and power panels, and have the knowledge to conduct a power system study and ground system testing. The selected firm may be required to access energized equipment and provide all arc flash safety personal protective gear that meets the requirements of NFPA 70E. The selected firm may also be required to conduct arc flash studies for new or rehabilitated remote facilities. The selected firm will be required to as-built existing control panels and will be required to have a complete understanding and expertise of UL508 requirements. The selected firm will be required to participate on the WSD Process Controls Standards Committee and Arc Flash Hazard Analysis Committee. The firm will be required to have a complete understanding and expertise of the NEC Code, NFPA 70E, and UL 508 requirements to assist in developing standards for these committees. The selected firm will provide design support services consisting of presenting advice and technical consultations relative to installation techniques and procedures for City of Phoenix as needed. The firm responsibilities may include, but not limited to, attending design meetings and project engineer demonstrations, support the engineer with research of existing conditions, conduct 30%, 60%, 90% and 100% reviews of the project plans and specifications, support the engineering consultants and contractors with the understanding of the WSD's standards for electrical systems, and maintain and update WSD standards if revisions or acceptable changes have occurred during the design review process. The firm will also coordinate design reviews and construction and commissioning inspections and other requirements with the firm selected for Instrumentation and Control support services. In addition, the firm will provide construction and commissioning support services for the City of Phoenix as needed. Construction support services will include, but not limited to, equipment submittal review, conducting reviews on the equipment installation, providing field observations reports, participating in factory testing, reviewing the completeness of required equipment testing documentation, and witnessing equipment installation and field checks. Commissioning support services will also consist of, but are not limited to, troubleshooting through final acceptance, educating the operations staff on the systems, support the maintenance staff on developing maintenance procedures for designated equipment, and review the accuracy of the as-built documentation for electrical drawings and the process & instrumentation diagrams.
