UCLA requests a written response to this Request for Qualifications (RFQ) to select an Executive Architect for the proposed Ronald Reagan Medical Center 1st Floor Radiology Equipment Replacement Master Plan (Project #CP1511). Ronald Reagan UCLA Medical Center (RRUMC), located at 757 Westwood Boulevard, is a 1.2 million gsf hospital facility consisting of eight floors above grade with a mechanical penthouse and two basement levels completed in 2008. The proposed project would replace X-ray, Radiographic Fluoroscopy (RF) X-ray, and Cross-Sectional Interventional Radiology (CSIR) Ultrasound equipment and renovate the required support service spaces for the Radiology department. The project is approximately 2,200 SF within a more extensive 5,500 SF imaging suite on the first floor (ground level) of UCLA Ronald Reagan Medical Center (RRUMC). Responses to this RFQ should demonstrate familiarity and experience in planning, design, and construction administration of imaging equipment, including X-ray, RF X-ray, Ultra Sound equipment, and support service rooms. Project experience must also demonstrate familiarity with the applicable code and requirements, including Californias Department of Health Care Access and Information (HCAi) for OSHPD 1 buildings, National Fire Protection Association (NFPA) regulations, and California Department of Public Health requirements (Title 22), and Americans with Disabilities Act (ADA). The construction cost for the project has not yet been determined and will be defined by each incremental projects scope of work and phasing requirements. During the project duration, the entire scope of work may be executed through several phased separate incremental projects. The anticipated project cost range may be between approximately $2-$3M per incremental project, with an expected total cost for the entire scope of work being between $8-$12M. The selection committee will base their review of the Executive Architects submitted proposals and selection on the Selection Criteria form (Attachment A). This RFQ is for full design services comprising basic architectural services. The services include the schematic design, design development, interior package, construction documents, cost estimate, assistance during the bid/award phase, construction administration, record documents, and project closeout. However, the University reserves the right to defer negotiations concerning services other than pre-design studies until the completion of the pre-design phase. The design shall comply with the University of California Policy on Sustainable Practices concerning green building design and energy efficiency. The project must meet the California Energy Code (Title 24) energy efficiency standards and apply sustainability principles to the systems, components, and portions of the renovated building. Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within limits imposed by law or University policy. Each Candidate Firm may be required to show evidence of its equal employment opportunity policy.
