The Town of Dalton ("the Town") will accept sealed proposals from qualified consultants to prepare final engineering designs, provide environmental permitting assistance and construction monitoring for a flood mitigation project for Walker Brook in Dalton, MA. Preliminary engineering has been completed through a Hazard Mitigation grant. All work will be paid for through the grant plus the Town match, so a successful grant application, reimbursed as a pre-award expense, is necessary for any payment on this project. Town leadership is committed to supporting Town Meeting funding for the project. Prior grant cycles' deadline for BRIC have been December 1-10. The final due date will be determined by the Massachusetts State Notice of Funding Opportunity when released. The site is in the center of the Town of Dalton, adjacent to its Senior Center. Walker Brook has been enclosed in a culvert that runs underground for approximately 2,400 feet, starting across High Street and running down Field Street Extension, Stockbridge Avenue, Glennon Avenue, State Route 9, and continuing under State Route 9 to an existing outfall. The project includes installing a new culvert while maintaining the current culvert. The consultant will be expected to work closely with the Town to ensure a satisfactory final product. Qualified proposers who are Disadvantaged Minority Business Enterprise (D/MBE) or Disadvantaged Women's Business Enterprise (D/WBE) businesses and are certified by the Massachusetts Supplier Diversity Office (SDO) are encouraged to apply. Other qualified bidders are encouraged to partner with certified DMBE/DWBE businesses. A listing of certified D/MBE and D/WBE businesses can be found at http://www.somwba.state.ma.us/. Proposals that are incomplete, not properly endorsed or signed, or otherwise contrary to instructions will be rejected as non-responsive by the Chief Procurement Officer. Consultants may call 413-684-6111 x201 or email thutcheson@dalton-ma.gov to receive directions to find the Request for Proposals on the Town's website. Emailed or faxed proposals will not be accepted. In the event the Town's offices are closed for any reason, the deadline will be the following business day at the same time. The Town of Dalton reserves the right to accept or reject any or all proposals, in total or in part, as they deem in the best interest of the public and may waive minor informalities. The method of Contractor Selection has not been Determined at this time. Written technical questions will be accepted up until Wednesday, October 25, 2023at 2 p.m.
