Small Business Set-Aside for Award Priority The purpose of this Quick Quote solicitation is to contract with one (1) Contractor to remove nine tagged standing trees on left side upon entering Firing Range Road, located at 1954 State Farm Road, State Farm, VA 23160 Contractor shall: Coordinate with Dominion Power to achieve ten feet of clearance from primary line prior to removal operation. Grind all material sixteen inches or less in diameter including the trunk and limbs. This does not include the stump. Stump grinding is not included in this bid. Stumps should be cut no higher than 6 inches above existing ground surface. Anything greater than sixteen inches in diameter should be cut to a length of 16 feet 6 inches and left in the work area out of the roadway. Rake property clean and wood to be left on site not blocking road. Actively work to maintain accessibility of road furnishing cones and signs as necessary. Provide on-site suitable sanitary conveniences with proper enclosures for the use by the CONTRACTORS EMPLOYEES ONLY, in accordance with OSHA requirements. Toilets shall be lockable design and remain locked when not in use. The Contractor shall have a competent supervisor or superintendent, satisfactory to DOC, on the job site at all times during the process of the work. The Contractor shall be responsible for all construction means, methods, techniques, and procedures for coordinating all portions of the work under the contract except where otherwise specified in the contract documents, and for all safety and worker health programs and practices. The Contractor shall notify the owner, in writing, of any proposed change in superintendent including the reason therefore prior to making such change. The Contractor shall, at all times, enforce strict discipline and good order among the workers on the project, and shall not employ on the work any unfit person, anyone not skilled in the work assigned to him, or anyone who will not work in harmony with those employed by the Contractor, the subcontractors, DOC or the DOCs separate contractor and their subcontractors. DOC may, in writing, require the Contractor to remove from the work any employee the DOC deems to be incompetent, careless, not working in harmony with others on the site, or otherwise objectionable. The Contractor expressly undertakes, both directly and through its subcontractor(s), to take every precaution at all times for the protection of persons and property which may come on the work site or be affected by the Contractors operation in connection with the work. Work to be performed Monday through Friday, 6:30 a.m. - 3:00 p.m. Work on Saturday must have prior approval by DOC representative. Bidders submitting their bid must engage, or have under their employ, the services of a ISA Certified Professional Arborist who will confer with DOC and guide the work as to the diagnosing and effective method of removing the tagged trees. Documentation to be provided confirming certification prior to award. Due to the importance of all bidders having a clear understanding of the specifications/scope of work and requirements of this solicitation, attendance at this Mandatory Site-Visit will be a prerequisite for submitting a bid. Bids will only be accepted from those bidders who are represented at this Mandatory Site-Visit. Attendance at the Mandatory Site-Visit will be evidenced by the representatives signature on the attendance roster. This public body does not discriminate against faith-based organizations in accordance with the Code of Virginia, 2.2-4343.1 or against a bidder because of race, religion, color, sex, national origin, age, disability, sexual orientation, gender identity, political affiliation, or veteran status or any other basis prohibited by state law relating to discrimination in employment. Faith-based organizations may request that the issuing agency not include subparagraph 1.f in General Terms and Condition C. Such a request shall be in writing and explain why an exception should be made in that invitation to bid.
