1. Description Provide all labor, tools, equipment, materials, incidentals, permits and taxes necessary to install restrictor valves for Wells 330 and 332, replace and paint piping, and other miscellaneous work. 2. Location of Services: Fish Springs Trout Hatchery, 215 Fish Springs Road, Big Pine, CA 93513, Inyo County. 3. Contract Term Date: Upon DGS approval until October 31, 2024. 4. Time of Completion Construction shall be completed within FORTY (40) WORKING DAYS upon DGS Approval, following the official "Notice of Start Date" from the State to the Contractor to commence construction. Additional contract time will be allowed for delay caused by shortage of materials provided Contractor advises Engineer IN WRITING within 15 days from the beginning of such delay and provided Contractor has made diligent effort to get supplies from known sources. For contractors who need assistance due to a physical impairment, a reasonable accommodation will be provided by the awarding agency upon request for the pre-bid conference/walkthrough. The contractor must call Engineering at 916-375-8378 no later than the fifth (5th) working day prior to the scheduled date and time of the pre-bid conference to arrange for a reasonable accommodation. Bids shall remain valid for 120 calendar days after the bid opening date: The State will endeavor to execute a contract within 120 calendar days from the bid opening date. The contract is not executed until the appropriate State agency has approved the contract. Bidders shall hold their bids for 120 calendar days after the bid opening date. Upon expiration of 120 calendar days from the bid opening date, bidders may withdraw their bids. If bidder, after expiration of 120 calendar days from the bid opening date fails to withdraw its bid and a contract is subsequently approved by the appropriate State agency and executed, bidder shall have no claim for any reason to amend its bid. Bids of $5,000 and over shall have enclosed, a Cashiers Check, Certified Check, or a Bidder's Bond executed as surety by a corporation authorized to issue surety bonds in the State of California, made payable to the California Department of Fish and Wildlife, in an amount equal to at least 10% of the amount bid. The minimum DVBE participation percentage (goal) is 3% for this solicitation unless another percentage is specified in the solicitation. A DVBE incentive will be given to bidders who provide DVBE participation, unless stated elsewhere in the solicitation that the DVBE incentive has been waived. Bid OpeningWhen the Contract Sum exceeds twenty-five thousand dollars ($25,000), Contractor must furnish, in duplicate, a Payment Bond, to accompany the Contract, in an amount equal to one hundred percent (100%) of the Contract Sum securing payment for laborers, mechanics, and materials suppliers used on the Work under the Contract. Payment Bonds must be prepared on a Payment Bond to Accompany Construction Contract (STD 807) as furnished by State. (PCC 7103) B. When the Contract Sum exceeds ten thousand dollars ($10,000), Contractor must furnish, in duplicate, a Performance Bond, to accompany the Contract, in an amount equal to one hundred percent (100%) of the Contract Sum guaranteeing faithful performance of the Work. Performance Bonds must be prepared on Performance Bond (FG-188) as furnished by the State. This may be waved by the department for small business/DVBE contracts and Emergency Contracts. C. Bonds must be issued by a corporate surety authorized to transact a general surety business in the State of California. Contractor must deliver its required bonds before the date of execution of the Contract Notice of Intent to Award November 14, 2023
