Background: The Maryland State Department of Education awards 21st CCLC grants to communities that establish or expand activities in community learning centers that: (1) provide opportunities for academic enrichment, including providing tutorial services to help students, particularly students who attend low-performing schools, to meet the challenging State academic standards; (2) offer students a broad array of additional services, programs, and activities, such as youth development activities, service learning, nutrition and health education, drug and violence prevention programs, counseling programs, arts, music, physical fitness and wellness programs, technology education programs, financial literacy programs, environmental literacy programs, mathematics, science, career and technical programs, internship or apprenticeship programs, and other ties to an in-demand industry sector or occupation for high school students that are designed to reinforce and complement the regular academic program of participating students; and (3) offer families of students served by community learning centers opportunities for active and meaningful engagement in their children's education, including opportunities for literacy and related educational development. Purpose: The purpose of this bid proposal is to acquire the service of a fiscal compliance assistant to assist the Maryland State Department of Education (MSDE), Division of Student Support, Academic Enrichment, and Educational Policy with the support of implementation of grant fiscal requirements. This position will be responsible for verifying and reconciling financial reimbursement requests from sub-grantees. As one of the requirements of Every Student Succeeds Act the MSDE must ensure that Out-of School Time programs are effective and maintain fiscal compliance. Nature of Work/Specifications/Requirements: The selected bidder will: 1. Verify and reconcile financial reimbursement requests from subgrantees. 2. Secure and review grant expenditure reports. 3. Update and maintain log of expenditures and drawdowns. 4. Provide weekly updates to Section Chief and Director of Youth Development Branch. 5. Attend weekly meetings with Fiscal Compliance Monitor. 6. Complete all requirements of this solicitation in a timeframe not to exceed 1000 hours. Within five business days of Notice to Proceed issued by the MSDE, schedule a conference call or face-to-face meeting to review any outstanding questions. Bidder Qualifications: A. Essential Requirements: 1. Minimum of 3 years' experience providing fiscal support including reconciling reimbursement requests for state and/or federal grants. 2. Demonstrate excellent organizational skills. 3. Demonstrate proficiency in Microsoft Suites including Excel. 4. Demonstrate excellent oral and writing skills. B. Education Requirements: Minimum of Bachelor's degree in finance, accounting, or a related field. Partial/Multiple Consultants: MSDE intends to make a single award for the requirements of this Request for Quotation. MSDE shall check references and reserves the right to interview candidates for consideration prior to awarding the Contract. Non-Hiring of Employees: No official or employee of the State of Maryland, as defined under State Government Article, 15-102, Annotated Code of Maryland, whose duties as such official or employee include matters relating to or affecting the subject matter of this contract, shall during the pendency and term of this contract and while serving as an official or employee of the State, become or be an employee of the Contractor or any entity that is a subcontractor on this contract. Place of Work: Work will be completed at the MSDE Headquarters, 200 West Baltimore Street, Baltimore, Maryland 21201. Award Basis: The State reserves the right to award the contract to the responsive and responsible bidder submitting the most favorable bid price for providing the goods and services, as specified in this RFQ. Refer to COMAR 21.05.07.06 D. The total cost of the resulting contract will not exceed $50,000.00. Time permitting, answers to all substantive questions that have not previously been answered, and are not clearly specific only to the requestor, will be posted on "eMarylandMarketplace" as an Addendum after the due date of questions and in sufficient time for the answer to be taken into consideration in the Bid.
