The City of Glendale is seeking a qualified consulting firm, or team, to provide engineering services for the assessment of the Arrowhead Ranch Water Reclamation Facility (ARWRF) treatment processes, and critical treatment plant components and facilities. The ARWRF is located at 8180 W. Unions Hills Drive, Glendale, AZ 85308. The selected firm may also perform design and construction administration services for the recommended improvements. PROJECT DESCRIPTION The ARWRF has been in operation for over thirty-five years and has gone through several renovation/improvement projects. The last major plant improvement project was completed in 2021. The project increased the efficiency of the existing treatment processes and increased the effectiveness of the odor control systems, improved the reliability and efficiency of the filtration systems, and improved the overall reliability of the electrical, instrumentation and control systems plantwide. Also recently completed, was the City's Integrated Water Master Plan (IWMP) to help normalize future plant improvement expenditures, as well as minimize long construction phases. The IWMP recommended regular plant assessments every five-years. The assessment will identify process repairs and prioritize improvements over the next five years. This project could be completed under multiple contracts over the next five years. After the assessment phase is completed the Consultant may also develop design plans and perform construction administration services. SCOPE OF WORK The selected firm (Consultant) will work closely with various City departments, including Engineering, Water Services, and others, as needed, during all phases of the project. After the initial assessment of the plant's major treatment processes is complete the Consultant may also provide design and construction administration services. The City will also conduct a walk-through of the ARWRF after the pre-submittal conference. Attendance is limited to a maximum of 2 attendees per firm. Because City staff may not have time to respond to individual inquiries regarding the scope outside of the pre-submittal conference and walk-through, it is recommended that interested firms have a representative attend.
