The St. Johns County Utility Department (SJCUD) is looking to design and construct the Northwest Wells 8 and 9 (NW-8 & 9) located northwest of the existing NW Water Treatment Plant (WTP) and the Tillman Ridge Well 51 (TR-51) located north of the CR1`4 WTP. There is the potential of nine (9) other wells to be added later during the term of the Contract contingent upon availability of funds. The purpose of this RFQ is to solicit Qualifications from Respondents who are licensed to perform Design-Build services in the State of Florida, in accordance with Florida Statute 287.055, in order to provide Design-Build services for the design, permitting and construction of up to twelve (12) new public supply water wells for the utility service area, as well as the well header, electrical and instrumentation and control (I&C) equipment, generator and fuel tank, and associated concrete pads to convey raw water flow to the existing Northwest, CR214, Hastings, Inlet Beach, Northeast, and the future CR208 West Water Treatment Plants (WTP). The new wells will be constructed on sites currently owned by SJCUD as identified in the Design Criteria Package or on sites that will be purchased by SJCUD during this contract within the areas shown in the Design Criteria Package. The cost for each well will be based on the submission of a Lump Sum Cost Proposal by well location, per the project timeline provided herein, over a five (5) year period and two (2) one-year renewal options for a total of seven (7) years if required. St. Johns County reserves the right to accept or reject any or all bids/proposals, waive minor informalities, or award the bid/proposal which best serves the interests of St. Johns County.
