This RFQ is being issued by the County DGS to identify and select a firm(s) to plan and construct a Safe Stay Community site(s) to shelter people experiencing homelessness primarily located on the American River Parkway. Safe Stay Community site(s) shall be no farther than two (2) miles from the American River Parkway and able to accommodate 100-200 beds within innovative shelter units with supportive facilities as further detailed in the Scope of Services. Respondents may be individuals, social services providers, housing providers, real-estate organizations, or any others with related experience. The County encourages Respondents to form partnerships and apply in conjunction with other organization(s) to fulfill the experience requirements detailed in this document. Partnership proposals must designate a lead Respondent and clearly describe partnership roles and responsibilities. The selected firm/consultant and/or their partnership shall have experience providing CDB services for the design and/or construction of Safe Stay Communities or comparable projects of similar size and complexity to the Project, as well as specific knowledge of requirements for low-barrier, full-service shelters, and the performance of services for all phases of design-build, including but not limited to, construction management services. The selected firm(s) must demonstrate recent experience and expertise in the design and/or construction of non-congregate transitional shelters, or comparable projects, including but not limited to, integrated program space which utilized a design-build delivery process, and knowledge of the design and operation of Safe Stay Communities or similar transitional shelter sites. The firm shall be comprised of all disciplines necessary to effectively provide essential and ancillary services for the work described for the Project. Firms/consultants without specific transitional shelter development experience are encouraged to partner with service providers such as design firms with related experience with non-congregate transitional shelter designs and any other skilled professionals with applicable expertise to bolster any lacking shelter development experience. Please refer to Attachment E "RFQ ATT Frequently Asked Questions" for additional clarity regarding prior related experience. DEADLINE FOR QUESTIONS: October 27, 2023 5:00 PM Questions concerning this RFQ must be submitted in the project Q&A section in OpenGov Procurement The Respondent may propose multiple site locations or one location to accommodate the construction or rehabilitation of 100-200 beds in shelter units, including single occupancy and double occupancy units. The Respondent may, but is not required to, include the entire number of desired shelter beds in its submittal. However, site locations with less than 50 beds will not be considered. County DGS may make multiple awards in response to this RFQ to gain the total number of desired units. A Safe Stay Community is defined as a legal, designated area in which adult individuals experiencing homelessness may reside and have access to basic needs such as food, conditioned air, potable water, restrooms, showers/wash stations, laundry facilities, and solid waste collection, as well as connections to other services provided though a collaboration between the County and service providers.
