IDNR is seeking a Vendor to run the Garage Concession at the Old State Capital State Historic Site. The State of Illinois, Department of Natural Resources (IDNR), will accept bids from responsible Bidders for the operation of parking system for the Old State Capitol Garage located in Springfield, Illinois. IDNR owns the Old State Capitol Garage in downtown Springfield, IL with 428 parking spaces in a 2-level underground parking structure, with one entrance and two exit lanes. There are 232 spaces on the lower level and 196 spaces on the upper level. The Garage is used for downtown visitors and tourists, for local hotels, monthly parkers working downtown, and various other downtown events. The Old State Capital parking garage currently utilizes a vendor-owned system of 1 entry gate with ticket dispensing mechanism; 2 exit gates, one attended and one automated pay station. Both the entrance and exit stations have overhead doors that operate in conjunction with the entry and exit gates. When the garage is unattended or closed the coiling doors are operated by authorized swipe card. The entrance and exit gates are operated by swipe cards as well. The resulting contract with the awarded Bidder shall have an initial term of November 9, 2023, to December 31, 2026. In no event will the total term of the contract, including the initial term, any renewal terms, and any extensions exceed ten (10) years per 30 ILCS 500/20-60. Subject to the maximum total term limitation, Illinois Department of Natural Resources has the option to renew for the following terms: Two additional 1-year terms. All forms and signature areas contained in the solicitation package should be completed in full and submitted along with the price proposal which will constitute the Bid. Bidders should keep the instructions and a copy of their bids for future reference. A.5All questions, other than questions raised at the Pre-Submission Conference, pertaining to this solicitation must be submitted in writing to the Information Contact no later than 4 days after the Pre-Submission Conference. Questions received and Agency responses may be posted as an Amendment to the original solicitation on the Bulletin; only these posted answers to questions shall be binding on the State.
