All proposals must be securely sealed and clearly marked on the outside of the envelope, "Well 1 Pipeline Pressurization Project Bid". All bid proposals shall be accompanied by a proposal guarantee (certified or cashier's check or approved bond) payable to the City of Shelton in an amount not less than five percent (5%) of the amount of the proposal price. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Shelton. No bid shall be considered unless accompanied by such bid proposal deposit. The City of Shelton reserves the right to waive informalities in the bidding, accept a Proposal of the lowest responsible bidder, reject any or all bids, republish the Invitation to Bid, revise or cancel the work, or require the work to be done in another way if the best interest of the City is served. This Contract provides for the pressurization of the transmission pipeline extending from Well 1 to the High School Reservoir. The work involves modifications at Wells 1 and 4, replacement of approximately 800 LF of pipe from Well 1 to Shelton Springs by open-cut methods, pipe replacement and other modifications to the Shelton Springs site, and replacement of approximately 3,900 LF of pipe from Shelton Springs to the High School Reservoir by sliplining methods. The project will include, but not be limited to, excavation, grading, piping, valves, appurtenances, and all other work specified for successful completion of the project. The Contractor will have 100 working days to substantially complete the work in compliance with all applicable laws and regulations. Prevailing Wages shall be paid.
