Estimated Cost: $1,800,000 to $2,000,000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Bids received after the time fixed for Bid Opening will not be accepted or considered. The official time for determining whether a bid has been submitted in a timely manner is based on the computer time clock at the second floor reception desk. Bids received prior to the deadline will be publicly opened and read aloud shortly after the deadline. Bids may be mailed, hand delivered, or delivered by carrier to the City of Shelton, 525 W Cota Street, Shelton, WA 98584; no emailed submissions will be accepted. All proposals must be securely sealed and clearly marked on the outside of the envelope, "Well 1 Pipeline Pressurization Project Bid". All bid proposals shall be accompanied by a proposal guarantee (certified or cashier's check or approved bond) payable to the City of Shelton in an amount not less than five percent (5%) of the amount of the proposal price. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Shelton. No bid shall be considered unless accompanied by such bid proposal deposit. The City of Shelton reserves the right to waive informalities in the bidding, accept a Proposal of the lowest responsible bidder, reject any or all bids, republish the Invitation to Bid, revise or cancel the work, or require the work to be done in another way if the best interest of the City is served. This Contract provides for the pressurization of the transmission pipeline extending from Well 1 to the High School Reservoir. The work involves modifications at Wells 1 and 4, replacement of approximately 800 LF of pipe from Well 1 to Shelton Springs by open-cut methods, pipe replacement and other modifications to the Shelton Springs site, and replacement of approximately 3,900 LF of pipe from Shelton Springs to the High School Reservoir by sliplining methods. The project will include, but not be limited to, excavation, grading, piping, valves, appurtenances, and all other work specified for successful completion of the project. The Contractor will have 100 working days to substantially complete the work in compliance with all applicable laws and regulations. Prevailing Wages shall be paid. No response will be made to questions unless they are submitted in writing to the person noted above and received by 12:00 p.m. on Monday, October 23, 2023. The City will not be responsible for unsuccessful submittals of questions. This project is funded through Washington State Department of Commerce with Federal Funds from the U.S. Treasury ARPA SLFRF. The City of Shelton, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
