The Contractor's work shall include the furnishing of all labor, material, equipment, apparatus, transportation, and all other services necessary and incidental to the construction of an oil containment system in a high voltage energized substation, as required by the Water and Power Department, including but not limited to the following: 1. Pothole and verify location of high voltage underground power duct to avoid conflict with construction. 2. Removal and replacement of existing pavement, subgrade, grounding, etc. 3. Removal and disposal of oil contaminated soil and gravel. 4. Excavation, backfill, compaction and shoring. 5. Installation of conduit, including concrete encasements. 6. Construction of reinforced concrete oil containment trench, catch basins and pull boxes. 7. Installation of traffic rated grating cover over the oil containment trench. 8. Installation of oil stop and gate valves inside oil containment trench. 9. Miscellaneous lay out, grading, hauling, demolition, safety meetings and coordination and other appurtenant work. 10. Clean up and miscellaneous work. The projects provide for the construction of an oil containment system in the Pasadena Wilson and Oak Knoll Substations that will prevent any mineral oil spills from transformers and electrical equipment from affecting the environment. Federal Environmental Protection Agency regulations require that potentially large oil spills be contained within the immediate area. The substations were constructed prior to these federal regulations. The projects will bring the substations up to code to comply with Title 40 (Protection of Environment), Code of Federal Regulations (CFR), Part 112 (Oil Pollution Prevention). The construction work includes sawcutting and removal of existing concrete pad; excavation, backfill, soil compaction, testing and shoring where required; installation of reinforced concrete pipe, reinforced concrete trench with grates, and reinforced concrete structures; hauling, providing safety devices, demolition, etc.; and cleanup and miscellaneous appurtenant work. Engineer's estimate will not be made available for these projects. City Personnel and contractors will meet at the first project site and then drive to the second project site. LOCATION OF WORK WILSON SUBSTATION (PROJECT #1): The project site is inside the Wilson Substation located at 920 N. Wilson Avenue, Pasadena, California, 91104. OAK KNOLL SUBSTATION (PROJECT #2): The project site is inside the Oak Knoll Substation located at 525 S. Oak Knoll Avenue, Pasadena, California 91101. The CONTRACTOR shall begin work within fifteen (15) calendar days after date of the Notice to Proceed and shall diligently prosecute the work to completion in every detail, within 45 Working Days for Wilson Substation (Project #1) and 45 Working Days for Oak Knoll Substation (Project #2) after the date in the Notice to Proceed with Work, exclusive of maintenance periods if any.
