The Work to be done under the Contract, as shown on the Plans and Specifications, shall include the furnishing and complete installation of all Materials and any other necessary Work required for proper completion, operation and use of the facilities. All the equipment, Materials and labor that may be necessary to complete the Work and place it in satisfactory operation, implied or intended in the Plans and Specifications, shall be furnished and/or installed by Contractor without extra cost to the Owner. The titles or headings of the various divisions, sections, paragraphs, subparagraphs or of Shop Drawings, and the Table of Contents and the indexes, as used in any of the Contract Documents are for convenience of reference only and are not intended to limit and shall not be construed as in any way limiting the application of the text. This project is subject to the Pennsylvania Prevailing Wage Rates act of August 15, 1961, P.L. 987, as amended, 43 P.S. Section 165 et. Seq. Workers shall not be paid less than the prevailing minimum wages set forth in the applicable schedule. Bids must be on standard proposal forms in the manner therein described and be enclosed in a sealed envelope, bearing the name and address of the bidder on the outside, addressed to the Youngwood Borough and marked with the project name. Each proposal shall be accompanied by a certified check or Bidder's Bond in the amount of ten percent (10%) of the proposal, in favor of Youngwood Borough. No faxed Bids will be accepted. No Bid Bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications, or any applicable statutes of the Commonwealth of Pennsylvania, or any applicable municipal ordinances. All contractors must adhere to Act 127 of 2012 (Public Works Employment Verification Act). No Bid Proposal shall be withdrawn for 60 calendar days once filed with Youngwood Borough after the scheduled closing time for receipt of Bids. Youngwood Borough reserves the right to reject any or all bids and to waive any informality in the bids received. Bidders must be pre-qualified by the Pennsylvania Department of Transportation and submit proof thereof with their bid.
