It is a Juvenile Justice Facility owned by the State of NJ and operated by the Juvenile Justice Commission. The site consists of the main brick building, a secondary 2 story dwelling, a greenhouse, several storage buildings, and a fenced in generator enclosure. The main building is occupied 24/7 with staff shift changes occurring at 7am, 3pm, and 11pm. There is a 32 car parking lot; a basketball court behind the building (cars will be parked there for plowing and moved to finish plowing at driver's request); and approximately 1900 linear feet of a 2 lane access road from route 9 around a corner to just past the secondary building with a few parking spaces. Project Description: 1. Place snow markers on site at the beginning of the snow season. 2. Begin plowing upon accumulation of 2" of snow or upon request of JJC staff. i. Plow snow off paved surfaces without blocking access to generator or 2 primary buildings. 4. Replow often enough to keep accumulation below 2". 5. Final plowing within 2 hours of the end of the snow event. 6. Apply Salt or other JJC approved ice melt at the end of event, as needed to prevent ice build-up, or upon request of JJC staff. 7. Clear paths and entrances of snow and ice. i. Primary walkway to front door, including walkway to handicap ramp. ii. 2 walkways from 4 car parking lot against front of building. iii. Walkway at back of the building from basketball court. iv. Path across grass to generator enclosure and enough space to open gate. v. Path across grass from front door of small building to adjacent parking lot. 8. Apply Calcium Chloride or other approved, concrete safe ice melt product to sidewalks after each clearing.
