The City of Salmon Arm sanitary lift stations utilize a Supervisory Control and Data Acquisition (SCADA) system to acquire data and control equipment similar to the Sewer and Water Treatment facilities. The heart of the SCADA system is the Programmable Logic Controllers (PLC’s) that report statuses to the Human Machine Interfaces (HMI) or dedicated computers as well as respond to inputs from the Operators utilizing the HMI. The HMI’s then display and trend results while also notifying staff of any alarms or fault conditions. Both the PLC’s and HMI’s require programming and modifications. The existing sanitary lift station PLC’s are approaching a state of obsolescence and will no longer be repairable after 2023. The City has undertaken the sourcing, upgrading and programming of our SCADA network and associated hardware and software as part of a systematic upgrade spread out over the last seven years, including upgrades to the Water Treatment Plant (WTP) and water network; and Wastewater Pollution Control Centre (WPCC) and sewer network. The work included in this RFP completes the final stage of an overall plan developed by the City in 2015 to complete upgrades at 19 remote sites (reservoirs, pump stations and lift stations). As part of the budgeting process, the City has undertaken a high level working plan for upgrading the remaining four sanitary lift station sites: Blackburn Park, 10 Ave, Mosquito Park and Wharf Street. The workplan identified the following which will need to be undertaken to successfully complete the project: Finalize the draft engineering and design including autocad drawings PLC control panels evaluation, draft layout and construction Electrical installation including all materials and permits Instrumentation installation including all materials Programming of site PLC/HMI’s Programming additions to master PLC’s and SCADA systems at WTP, WPCC and City Hall.
