It is the goal of MDOT SHA that Disadvantaged and/or Minority Business Enterprises participate in all Federal Aid and State contracts, as applicable. Each contract will contain a specific participation goal. Counties: Prince George's Project Classification: L Over($100,000,000) Bid Opening: Nov 30, 2023 Funding: Federal F.A.P. Number: AC-NHPP-G-259-1(090)N Description: This project, located in Prince George's County, is for the construction of the interchange of MD 4 at Suitland Parkway at the current location of a signalized intersection. The interchange configuration is a diamond interchange with a directional ramp. The project includes the realignment of an existing service road, an access road to an existing office park, reconstruction of ramps to the AAFB, reconstruction of parts of Suitland Parkway, a service road to an industrial park, and the construction of a new signalized intersection at Presidential Parkway. The work will consist of the following: (a) Traffic control plans that include 6 phases of construction (b) Closed section roadways and storm drain features (c) Open section roadways (d) Two Stormwater management ponds (e) Three signalized intersections (f) Temporary roadway construction (g) Three bridges on Suitland Parkway directional ramp (h) One bridge on Suitland Parkway mainline (i) Widen one bridge on Suitland Parkway (j) Retaining wall construction (k) Landscaping (l) Lighting (M) Utility work This project is a re-advertisement. It was previously advertisement in Fall 2016; however, MDOT SHA terminate the contract for concevenience in August 2020. Therefore, the project is partly constructed. Part of the work done consist of minimum grading along Presidential Parkway, installation of temporary and permanent stormdrain structures, installation of SWM facilities, and masonry on an existing bridge. Also, as part of the previous contract, the structural steel bridge is already fabricated. Additionally, drainage pipe, drainage structures, sign structures, lighting, signalization, and other materials such as permanent piles, concrete barriers, and bridge joints are already ordered fabricated, and stored for the project. Pre-Bid Conference: A "Pre-Bidding Session" for the purpose of answering or obtaining answers to questions of parties interested in constructing the work relative to Right-ofWay, Utilities, Design, and Construction Details will be conducted at 1:30pm on Tuesday, October 17, 2023 in/at District # 3 Office Auditorium, 9300 Kenilworth Avenue, Greenbelt, MD 20770. While attendance at the Pre-Bid conference is not mandatory, this is the offeror's opportunity to raise questions and/or issues of concern regarding the project. Minimum wage rates for each Project, if applicable, have been pre-determined by law and are set forth in the Invitation for Bids (IFB). Bids must only be made upon latest the electronic proposal forms (and attachments) that are furnished by the Administration. In accordance with State Finance and Procurement Title 13 of the Annotated Code of Maryland, no bid, performance or payment bonds are required for bids less than $100,000.00. However, bids $100,000.00 and above will not be considered unless a Bid Security is submitted as outlined in the Invitation for Bids. Bid Security shall equal at least 5 percent (5%) of the total amount bid, unless otherwise stated in the IFB. Also, the successful bidder will be required to supply Payment and Performance Bonds for all Contracts in excess of $100,000.00, unless otherwise stated in the IFB.
