The City of Davenport, Iowa invites firms to submit qualifications for consideration to provide engineering services for the South Concord Railroad Grade Separation project. This project will consist of reviewing the concept, environmental reports and associated information already developed, completing the permitting process, as well as the design, coordination, construction assistance and otherwise completing the work necessary for acceptance of the project by the Federal Rail Administration (FRA). The consultant shall lead the effort to develop the final product conforming to all Federal Rail Administration (FRA) and Iowa Department of Transportation (IDOT) standards, guidance and regulations as they pertain to the design, permitting and construction of the South Concord Grade Separation Project Procure Engineering Services Contract November 2023 Preliminary Plans (ID Env Impacts, design critical elements, cost estimate & Construction Schedule) June 15, 2024 60% Plans and Specifications November 15, 2024 90% Plans and Specifications June 15, 2025 Bid Plans and Specifications December 15, 2025 Start Construction April 15, 2026 Complete Construction December 30, 2026. Questions regarding the requested services shall be submitted through the City of Davenport electronic submission system by Wednesday, October 4, 2023 @ 10:00 AM CT. Answers to questions, if any, will be posted on the City ebidding system with the proposal documents by Friday, October 6, 2023 @ 3:00 PM CT. It is the vendors responsibility to review the answers provided. The City reserves the right to cancel the contract with 30 days written notice if performance of awarded vendor proves unsatisfactory or no longer necessary The City reserves the right to accept or reject any or all proposals in whole or in part, to waive any irregularities in any submission, to accept the submission which, in the judgement of the City is most advantageous to the City and to re-advertise if desired The method of Contractor Selection has not been Determined at this time.
