Pursuant to Florida Statute 287.055 (Consultant's Competitive Negotiation Act - CCNA) and in accordance with 40 USC 1101-1104 (Brooks Act), Putnam County, hereinafter referred to as the "COUNTY", is soliciting responses from qualified firms to perform Construction Engineering & Inspection (CEI) services for the resurfacing of CR 315 from SR 20 to SR 100 Any qualified firms desiring to provide the required services should submit a letter of interest and the documents requested herein. Questions concerning the specifications may also be emailed to Leigh Doran, Procurement Supervisor, at Leigh.Doran@putnam-fl.gov. Answers to questions received will be posted online with the RFQ documents. Questions must be received at least 7 days prior to bid opening. BACKGROUND Putnam County is home to more than 74,000 people and with businesses that are served by five municipalities and the County Government. The County is 806 square miles, 722 of that land area. Putnam County is located in Northeast Florida, surrounded by the counties of St. Johns, Flagler, Volusia, Marion, Alachua, Bradford, and Clay. LICENSES, PERMITS & FEES The Consultant shall be responsible for obtaining and holding any and all necessary licenses, permits, certifications required to perform the work described herein throughout the duration of the Contract. Payment of any fees or fines resulting in the lack of permits, licenses or certifications shall be the sole responsibility of the Consultant. Putnam County has received funding through Small County Outreach Program (SCOP) Agreement with the Florida Department of Transportation (FDOT) to resurface CR 315 from SR 20 to SR 100. Putnam County procured engineering design services and obtained construction plans, permits, and technical specifications for this resurfacing project.
