The purpose of this project is to beautify the I-95 Interchange at Exit 92, (intersection with State Route 54), in such a way as to improve the aesthetics of the interchange. The end goal is a park like setting. This project is funded with federal funds from the American Rescue Plan Act. Awarded contractors must register with Sam.gov and provide the Town of Ashland with a valid Unique Entity Identifier (UEI) prior to commencing work. The Town reserves the right to reject any and all bids. Small, Women, and minority-owned businesses are encouraged to bid. All BIDS must be made on the required BID form. All blank spaces for BID prices must be filled in, in ink or typewritten, and the BID form must be fully completed and executed when submitted. The OWNER may waive any informalities or minor defects or reject any and all BIDS. Any BID may be withdrawn prior to the above scheduled time for the opening of BIDS or authorized postponement thereof. Any BID received after the time and date specified shall not be considered. While evaluating BIDS, the OWNER may request additional information from any and all BIDDERS for clarification purposes to assure a fair comparison of bids. All BIDS are to be good for thirty (30) days after the actual date of opening thereof. Should there be reasons why the contract cannot be awarded within the specified period, the time may be extended by mutual agreement between the OWNER and the BIDDER. The OWNER reserves the right to request a PERFORMANCE BOND for projects that are over $100,000. Attorneys-in-fact who sign PAYMENT BONDS and PERFORMANCE BONDS must file with each BOND a certified and effective dated copy of their power of attorney. The party to whom the contract is awarded will be required to execute the AGREEMENT within ten (l0) calendar days from the date when NOTICE OF AWARD is delivered to the BIDDER. The NOTICE OF AWARD shall be accompanied by the necessary Agreement. The OWNER reserves the right to renew the Contract upon MUTUAL AGREEMENT with the CONTRACTOR up to a period of four (4) additional 12-month periods The Contract duration shall be from the signature date of the contract to October 31, 2024.
