The City is seeking a qualified firm to provide all plant, labor, superintendence, materials, tools, equipment, supplies, incidentals, and other ancillary items necessary, as identified in these Contract Documents, in order to complete the Suffolk Festival Park project, to the limits shown on the drawings and in accordance with all specification, terms, conditions, and drawings herein. The Senior Buyer, Amy Gardner, is the Contract Officer for the City of Suffolk with respect to this IFB. All questions and/or comments should be directed to her at this email address: agardner@suffolkva.us. The respondents to this IFB shall not contact, either directly or indirectly, any other employee or agent of the City regarding this IFB. This prohibition shall also extend to the Suffolk City Council and other elected City officials.. All questions concerning bid must be in writing and received five (5) business days prior to the bid opening. Work shall include construction of an outdoor park, parking lot replacement and freestanding architectural entrance feature. Work shall include minor site demolition, earthwork, all heavy and light duty drive pavements, concrete sidewalks, and pads, sitework, all associated plumbing and electrical and landscaping. The contract resulting from this IFB will contain the following language: If said work is not completed within 150 calendar days as stated in the Notice to Proceed, the Contractor shall be liable and hereby agrees to pay to the Owner as liquidated damages, and not as a penalty, the amount of one thousand five hundred dollars ($1,500.00) per calendar day for each and every part of a day thereafter that said work does not meet final completion. The City reserves the right, at its sole discretion, to deduct liquidated damages from any outstanding amount due the Contractor. Bids will not be accepted through eVA.
