Dona Ana County (County) is soliciting competitive sealed proposals from qualified Offerors to develop a Comprehensive Roadway Safety Action Plan for the County in accordance with the Scope of Work specified in this Request for Proposal (RFP). The County intends to enter into a single contract with one organization to provide the above-mentioned services for which the Offeror has been qualified pursuant to their response to this RFP. The term of this contract shall be from date of award until June 30, 2024, with an option to renew, at the discretion of the County for three (3) additional one (1) year terms, not to exceed a total of four (4) years. The purpose of this project is to develop a Comprehensive Safety Action Plan (CSAP) utilizing pro- activeness, vision, innovation, and collaboration in examining and proposing strategies and recommendations that will result in a reduction of fatal and serious crashes for all roadway users. The CSAP will list systematic low-cost safety project in a prioritized manner by route and location(s). Provide HSIP applications for top projects. Analyze the county crash data to determine crash patterns by location, type of cash, roadway/intersection types, and any circumstances of the crash which would lead to potential countermeasures identification. Develop a list of acceptable potential countermeasures. Any inquiries or requests regarding clarification of this procurement document shall be submitted to the Procurement Officer in writing.
