The City is seeking a Design Build firm to provide remediation services and complete appropriate site stabilization, materials recovery, demolition and disposal of of a vacant, single-story building. Pre-Demolition Services Pre-demolition site preparation includes cleanup activities which shall be conducted to achieve a RATL of 400 mg/kg for lead under a residential reuse scenario and address the lead-impacted soils within the footprint of the structure, Additional duties shall include: 1. Development, submittal, and approval of all appropriate local, state, and federal workplans, permits, and notification, to possibly include but not limited to the Idaho Department of Environmental Quality compliant Remediation Work Plan (RWP) and Site Safety and Health Plan (SSHP), and Storm Water Pollution Prevention Plan (SWPPP) and required notifications. 2. Environmental permitting regulatory interface (supported by selected bidder) 3. Interior trap dismantling 4. Interior cleaning utilizing HEPA filtration to remove fine particulates and lead dust. 5. Guaranteed lead stabilization treatment of soils* to a RCRA nonhazardous classification for both in-situ soils and any stockpiled soils followed by 5-point composite confirmation sampling and analyses by the Contractor to demonstrate successful treatment and landfill acceptance 6. Manual clean-up of lead bullet and fragments to satisfy visual cleanup criteria within the structure. 7. Determine extent of area of soil exceeding project criterion of 400 mg/kg requiring soil treatment. 8. Sort waste and debris, recycle materials as feasible. Manage nonrecyclable materials as specified below. 9. Manage waste characterization and submit waste profiles with an appropriate disposal facility for: a. Universal Waste b. Stabilized Soils (utilizing respective TCLP Pb sampling data) c. Building Materials (utilizing respective TCLP Pb sampling data) *Proposed lead stabilization treatments must be submitted and approved prior to bid. Building Demolition Upon completion of Task 1 above, demolish and remove the existing structure from the site. Demolition activities within this task include: 1. Coordinate with the local utility service provider and a qualified electrician to terminate building electricity prior to phase 2 services 2. Perform air monitoring to ensure fugitive dust emissions and potential lead dust are monitored and appropriately managed during demolition and excavation activities. 3. Remove, containerize, and stage universal wastes appropriately for eventual transport to an appropriate facility based on the type of waste. 4. Demolish structure 5. Excavate lead stabilization treated soils, remove lead-impacted soils (i.e. soils above applicable remediation level) 6. Perform excavation confirmation sampling to from the extents of excavation and submit to a qualified third-party lab for total lead (Pb) analysis to demonstrate that remaining soils are below IDEQ remediation action levels. 7. Develop a final remediation report that provides the necessary information to document that the range was closed to IDEQ requirements. Waste Management and Disposal Upon successful completion of Task 2 above, manage all waste characterization, segregation and disposal activities. Contractor will work with the City to communicate with regulators and landfills to ensure that potential issues are addressed upfront to minimize costs for the project. Duties included in this task include: 1. Recycling materials to the extent feasible. 2. Develop waste characterization and submit waste profile to an appropriate disposal facility 3. Upon receipt of profile approval, manage waste transportation to designated disposal facility 4. Utilize lead treatment to stabilize waste materials prior to disposal 5. Certify materials are stabilized through sampling, Samples must be sent to a certified laboratory for lead TCLP analysis 6. Containerize materials, and coordinate the transport and disposal of waste materials in an approved manner 7. Non-hazardous waste manifests will be used to document proper transportation and disposal of the waste.
