The project generally consists of asphalt resurfacing and reconstruction, curb replacement, drainage upgrades, and water main upgrades on E. Garfield Avenue and Grant Avenue in the Borough of Atlantic Highlands. Approximate construction quantities included 11,200 SY of HMA Milling 3" or less and 1,330 Tons of Hot Mix Asphalt 9.5M64 Surface Course, 2" Thick. The said Contract Documents and Proposal sheets may be examined at the office of the Borough of Atlantic Highlands Municipal Clerk, 100 First Avenue, Atlantic Highlands, New Jersey 07716 by contacting the Municipal Clerk's office at 732-291-1444 or clerk@ahnj.com to set an appointment. Bids must be furnished on the proposal sheets included in the Contract Documents, enclosed in a sealed envelope and addressed to the Borough Clerk, Borough of Atlantic Highlands, New Jersey and plainly marked on the outside with the name and address of the bidder and the Contract Number and Title. Each bid must be accompanied by a certified check or cashiers check of not less than ten (10%) percent of the bid or $20,000.00, whichever is less, payable without any conditional endorse!ment as a guarantee that in case the contract is awarded to the bidder, he will within ten (10) days thereafter execute such contract and furnish satisfactory performance bond. Upon failure to do so, he shall forfeit the bid security as liquidated damages and the acceptance of the bid will be contingent upon the fulfillment of this requirement by the bidder. No interest shall be allowed upon any such certified check or cashiers check. A bid bond in the amount of ten (10%) percent of the bid or $20,000.00, whichever is less, may be substituted for certified check or cashiers check, except the amount of the bid security shall not be less than $500.00 - nor more than $20,000.00. Each bid must also be accompanied by a certificate of Consent of Surety from a bonding company licensed to do business in the State of New Jersey guaranteeing that if the proposal of the bidder is accepted they will furnish the bond as set forth in the Instructions to Bidders and the acceptance of the bid will be contingent upon the fulfillment of this requirement. Bidders shall comply with N.J.S.A. 52:32-44 latest revision, regarding Business Registration with the New Jersey Division of Revenue. The bidder (contractor) and all listed subcontractors shall comply with the requirements of the Public Works Contractor Registration Act, N.J.S.A. 34:11-56.48 et seq. and must submit proof with the bid proposal. Pursuant to N.J.S.A. 34:11-56.25 et seq., contractors on projects for public work shall adhere to all requirements of the New Jersey Prevailing Wage Act. No firm may be issued a contract unless it complies with the affirmative action provisions N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq. Contractors must adhere to all require-ments of the State of New Jersey Worker Health and Safety Act (N.J.A.C. 12:110 et seq.) as amended, the United States Occupational Safety, the Health Act (OSHA) (29 CFR 1910), as amended and the Americas With Disabilities Act of 1990 as amended. The Borough reserves the right to increase or decrease quantities specified in the manner designated in the Specifications. The Borough reserves the right to award this contract based on funds available. No bidder may withdraw his bid for a period of sixty (60) days after the date set for the opening thereof.
