Protest Procedures (Continued): Said bidder shall refer to Chapter 3.28.350 and 3.32.060 of the Temecula Municipal Code for detailed filing requirements. The lowest responsible bid shall be determined by the lowest base bid. The City may elect to award any, none, or all of an additive bid(s) at its discretion. 9. The City Council reserves the right to reject any or all bids, to delete portions of the work, or to waive any defect or informality in any bid received. 10. All costs incurred by the selected bidder prior to Contract award and execution of the Contract by the City shall be at the bidder's sole risk. City shall have no liability for costs incurred prior to its execution of the Contract. 11.
