Helpmate is a local nonprofit whose mission is to work with our community to eliminate abuse and fear by providing safety, shelter and support for victims/survivors of intimate partner domestic violence. You can learn more about their mission here Home Helpmate Domestic Violence Services (helpmateonline.org). Helpmate has operated a shelter for many years and desires to build a new structure to accommodate more beds, which will also provide community areas and administrative office space. It is anticipated that the building will be approximately 22,500 square feet and will be multi-story. For the purpose of the RFP the site will remain undisclosed but It is located on steeply sloping terrain inside the City of Asheville. Through prior budgeting we anticipate the projects construction cost will be approximately $11m $12m. The project will utilize funds from a variety of sources. Two important ones include American Rescue Plan Act administered through the City of Asheville and Buncombe County, and a Supportive Housing Developer Fund through the North Carolina Housing Finance Agency. As a result, the RPF process for selecting a General Contractor (GC) will be publicly advertised. The successful GC will likewise be required to publicly advertise all subcontracts anticipated being greater than $250,000 at the time of final pricing. This approach allows the project to remain within the guidelines of the respective funding sources.
