Soil Lead Abatement. PROPOSALS addressed to the City of Gainesville will be received at Gainesvilles City Secretarys Office, 200 S. Rusk, Gainesville, Texas 76240 by mail or hand delivery by for soil lead abatement services for a former water tank system located at 200 N. Clements Street, Gainesville, Texas 76240. Please see attached PDF Downloadable Packet for full information on how to submit your proposal. For any questions regarding this RFP, contact Barry Sullivan (940-668-4500), City Manager. The Site of the soil lead abatement consists of approximately 1.37 acres of land located at 200 N. Clements Street in Gainesville, Texas. The Site was included as part of a Phase I Environmental Site Assessment. A 4,756 square-foot fire station was constructed on the Site sometime prior to 1952. An approximate 50,000-gallon water tank and approximate 250,000-gallon water tower were documented on the Site from at least the late 1940s until sometime before 2006. A Phase II Site investigation (Phase II) was conducted in March 2023 to identify, to the extent feasible, potential lead impact to environmental media in the vicinity of the former water storage tank system. A total of 20 soil samples were collected and analyzed for total lead. The results of the Phase II indicated concentrations of total lead above the Texas Risk Reduction Program (TRRP) Residential Critical Protection Concentration Level (PLC) in surface soil samples collected from the Site. Additionally, three (3) samples collected at the surface in the vicinity of the former concentrations above and one (1) sample collected at the surface in the vicinity of the former water tank exhibited lead concentrations able the default Residential Human Health PCL of 500 mg/KG (see TRRP Notice in Appendix A). *The list of planholders and/or interested bidders is not being tracked by the stakeholders involved with this project.
