The City of Mount Vernon is updating its Storm and Wastewater GIS information. The city desires to hire a firm that will verify the city furnished sewer and stormwater infrastructure GIS information and to validate the location and elevation for all existing 6", 8" and 10" conveyance systems. The selected firm will enter applicable data into the worksheet provided by Mount Vernon GIS Manager. The city will facilitate at a minimum of two (2) meetings with HDR (firm that is completing similar work for 12" > conveyance systems) prior to the commencement of any data gathering to ensure the information gathered for the 6", 8" and 10" conveyance systems can easily be incorporated into future Wastewater and Stormwater model iterations. Question Submission Deadline:October 17, 2023, 12:00 pm Scope of Services Data Collection Review GIS sewer infrastructure maps and record drawings furnished by the City. Review pump station data (flow volumes, operation times, etc.). Review existing engineering reports and studies in relation to the City's wastewater and stormwater collection systems. Perform a data gap analysis to identify information needed. Prioritize the list and provide recommendations on addressing identified gaps. Basin Delineation Prepare Sewer Basin Boundary map with each drainage basin shown and uniquely labeled. Develop recommendations for further study and mitigation of I/I. Recommendations will identify areas where I/I removal is considered to be cost-effective based on I/I rates versus cost to remove/mitigate. System Assessment Identify trunk lines and their relationship to each waste and stormwater basins. Review existing I/I reports and flow metering to identify locations where high levels of I/I may be occurring. Identify trunk and pressure sewers that are in poor condition with City staff. Describe overall condition of the collection system. Prepare table listing trunk line diameter, slope, and capacity for pipes in the basins. Virtual meeting with the City to discuss existing conditions and areas with system deficiencies within each waste and stormwater basin. Questions about this project shall be submitted in writing via Q&A through the City e-Procurement Portal, before 12:00 pm, Tuesday, October 17, 2023. The City reserves the right to reject any or all submittals and to waive any irregularities and/or informalities. Unless otherwise specified, any addenda issued while this RFQ is open and still accepting qualification statements must be acknowledged electronically via the City e-Procurement Portal, which will be made part of the qualification submittal. Addenda notifications will be provided to those listed on the Followers List via email.
