The Allwood Road Park and Ride lot is adjacent to the Southbound Garden State Parkway in Clifton, NJ. The Work to be performed consists of excavation, pipe installation and connection to an existing drainage system, and pavement restoration using geotextiles. Cuttng and plugging of an existing drainage pipe will be required, as well as cleaning the existing drainage pipes and inlets within the project limits. Vibration and settlement monitoring of the adjacent retaining wall is required prior to and during all Work. Concrete crack and spall repairs along the adjacent retaining walls parapet will also be required. In order to submit a Bid, NJ TRANSIT recommends that Bidders apply for a digital ID at least seven (7) business days prior to the bid due date. All firms must be prequalified by NJ TRANSIT prior to submitting a Bid. Bidders must be prequalified for GC General Contractor or HC Heavy Construction (Non-Operating Railroad Environment) with a subcategory prequalification of EC Excavation and Clearing and GP Grading and Paving for an amount of work that is equal to or greater than their bid amount. NJ TRANSIT suggests a minimum rating of G $500,001 to $750,000. Prequalification questionnaires are available for download . Bidders who are not currently prequalified as required above or whose prequalification has expired MUST submit completed prequalification forms to Namibia Muid at nmuid@njtransit.com no later than the submittal date identified in the Special Provisions. Late prequalification submissions will not be considered for this solicitation. This project is subject to the requirements of the Public Works Contractor Registration Act (N.J.S.A. 34:11-56.48 et seq.). Contractors and subcontractors must also comply with the State of New Jersey, Division of Revenue, Business Registration Certificate requirements (N.J.S.A. 52:32-44). Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 regarding Equal Employment Opportunity Laws and Regulations. NJ TRANSIT further requires that its Contractors shall agree to take all necessary and responsible steps in accordance with N.J.A.C. 17:14-1.1 et seq. to ensure that Small Business Enterprises/Disabled Veteran Owned Business Enterprise (SBE/DVOB) have the opportunity to participate in the performance of this contract. An eleven percent (11%) Category 6 SBE/DVOB goal has been set for this project. In accordance with N.J.S.A. 27:25-11 and N.J.A.C. 16:72-2.2, Bidders are notified that a bid bond in the amount of ten percent (10%) of the bid price is required with their Bids. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. All completed prequalification questionnaires and supporting documentation shall be submitted, via email to Namibia Muid, Managing Contract Specialist, at nmuid@NJTransit.com. The completed prequalification questionnaire is due by September 27, 2023 by 5:00 PM
