The written questions, along with the City's responses, shall be circulated to all known prospective bidders without identifying the party submitting the questions. The cut-off for receipt of additional questions shall be 10:00 o'clock a.m. Central Daylight Time on 18th day, September, 2023, in order to facilitate preparation of any addenda. No inquiry received after that time will be given consideration. Replies and/or addenda will be mailed or electronically mailed to all known prospective bidders by 3:00 o'clock p.m. Central Daylight Time on 21st day, September, 2023. As of October 25, 2023 this project has not yet been awarded. A timeline for award has not yet been established. Receipt of any addenda must be acknowledged in writing as part of the bidder's Proposal. Bidders shall be responsible for ensuring that they have received any and all addenda. The City of Rolling Meadows shall not assume responsibility for the receipt by the bidder of any addenda. Each proposal shall be accompanied by a proposal guaranty in the form of a bid bond, executed by a corporate surety company, a bank cashier's check or a certified check payable to the "City of Rolling Meadows" for not less than ten percent (10%) of the amount of the proposal. The proposal guaranty checks of all, except the two responsive, responsible proposers which the City determines in its sole discretion to be the proposers with whom the City desires to commence negotiations for a contract, will be returned after the proposals have been checked and tabulated. The proposal guaranty checks of the two responsive, responsible proposers will be returned after the contract and the contract bond of the successful proposer have been properly executed and approved. Bid bonds will not be returned. Proposers seeking to submit a Proposal for any equipment not meeting the specifications must contact Commander Anthony Peluso, 3600 Kirchoff Road, Rolling Meadows, Illinois 60008 or electronically mailed to Commander Anthony Peluso at PelusoA@cityrm.org and obtain the written approval to submit the non-compliant Proposal not less than ten (10) days prior to the bid opening. No Proposal shall be withdrawn after submission of the Proposal without the consent of the City of Rolling for a period of ninety (90) days after the scheduled deadline for submission of Proposals. The City of Rolling Meadows will review all Proposals received and reserves the right to reject any or all Proposals, to waive technicalities, and to accept the Proposal as the Rolling Meadows City Council determines, in its sole discretion, to be in the best interest of the City of Rolling Meadows.
