0234301.03, CWSRF #350610 CUP Number: 2796 The purpose of this Invitation to Bid (ITB) is to solicit competitive sealed bids to Construction of Sunshine WWTP LFA Well and Reclaimed System Upgrades , in accordance with this Invitation to Bid, the bid response, the Scope of Work, all Exhibits, and all Attachments. Supply, construction, and installation work to upgrade the Sunshine WWTP reclaimed water system by installing a new Lower Floridan Aquifer (LFA) well pump to augment the reclaim system, replacing the existing reclaimed pumps with new, larger capacity pumps, modifying the outlet of the existing reclaimed water storage tank, and installing electrical system additions to provide power and controls for the new reclaim system equipment. The Owner expects to finance the resulting Agreement/Contract with assistance from the Florida Department of Environmental Protection (FDEP), which administers a State Revolving Fund loan program supported in part with funds directly made available by grants from the United States Environmental Protection Agency (USEPA). Neither the State of Florida nor the United States (nor any of their departments, agencies, or employees) will be a party to the resulting Agreement/Contract or any lower-tier subcontract. Applicable requirements include and compliance with the following is required as a minimum: Florida Administrative Code Chapter 62-503 (Revolving Loan Program), applicable female participation; affirmative action and equal employment opportunity provisions; the American Iron and Steel requirements of H.R. 3547 "Consolidated Appropriations Act of 2014"; t and the Davis Bacon Act. Federal Minimum Wage Rates as determined by the United States Department of Labor under the Davis-Bacon Act also apply to this Project per SRF requirements. The goals and timetables for minority and female participation, expressed in percentage terms for the Contractor's aggregate workforce in each trade on all construction work in Florida, are as follows: Goal for female participation: 6.9 percent statewide Goal for minority participation: 14.9 percent for Lake County. Groveland is a historic rural community located in southern Lake County, immediately adjacent to the City of Clermont and the ever growing Orlando regional marketplace. The City of Groveland is one of Florida's fastest growing communities, Groveland's population, up 149% from 2010 is 21,712 persons. The City's small-town feel, natural resources, recreational facilities and easy access to the Central Florida region and beyond has made Groveland a residential destination for young families and maturing households. The City anticipates the following projected schedule for the ITB process. The City reserves the right at its sole discretion to revise the projected schedule at any time. Question Deadline: September 29, 2023, 11:00am. Intent to Award: October 23, 2023 Award: November 3, 2023 The purpose of the pre-bid conference is to allow an open forum for discussion and questioning with City staff regarding the ITB with all prospective bidders having an equal opportunity to hear and participate. Oral questions will receive oral responses, neither of which will be official, nor become part of the ITB. Only written responses to written questions will be considered official, and will be included as part of the ITB. All prospective bidders are strongly encouraged to attend, as, unless requested by the department, this will be the only pre-bid conference for this solicitation. The Bid Bond shall be for 5% of the amount bid and shall be submitted with the Bid Submittal. The Bid Bond shall be executed by a surety authorized to do business in the State of Florida and as named in the current list of "Companies Holding Certificates of Authority as Acceptable Sureties on Federal Bonds and as Acceptable Reinsuring Companies" as published in Circular 570 (amended) by the Audit Staff, Bureau of Government Financial Operations, U.S. Treasury Department and A.M. Best rated A VIII or better. All bonds signed by an agent must be accompanied by a certified copy of authority to act and indicate that they are licensed to do business in the State of Florida. Certified checks or cashier's checks shall be drawn on a solvent bank or trust company to the order of the City of Groveland and shall have all necessary documentary revenue stamps attached, if required by law. Personal checks are not acceptable to the City. When the contract amount exceeds $100,000, a Public Construction Bond issued in a sum equal to one hundred (100%) percent of the total awarded Contract, including any allowance and/or contingency, by a Surety company considered satisfactory by the City, as noted above, will be required from the successful Bidder for purposes of protecting the City from lawsuits for non payment of debts as might be incurred during the successful Bidder's performance under such Contract, and insuring the faithful performance of the obligations imposed by the resulting Contract. The Public Construction Bond shall be executed by a surety authorized to do business in the State of Florida and as named in the current list of "Companies Holding Certificates of Authority as Acceptable Sureties on Federal Bonds and as Acceptable Reinsuring Companies" as published in Circular 570 (amended) by the Audit Staff, Bureau of Government Financial Operations, U.S. Treasury Department and A.M. Best rated A VIII or better. All bonds signed by an agent must be accompanied by a certified copy of authority to act and indicate that they are licensed to do business in the State of Florida. The Public Construction Bond must be properly executed by the Surety Company and successful Bidder within ten (10) days after receipt of notification from the City of its award of the Contract. The Contractor shall record the payment and performance bonds in Lake County public records as required by Florida Statutes, Chapter 255.05. Before commencing the work the Contractor shall provide to the Procurement Manager a certified copy of the recorded bonds. No payment will be made to the contractor until the contractor has provided a copy of the recorded bonds. Substantial Completion: 334 calendar days from Notice to Proceed Final Completion: 365 calendar days from Notice to Proceed
