Question Deadline 10/06/2023 at 5:00 PM ET Question submitted electronically The purpose of this ITB is to solicit bids from qualified contractors to provide all labor, equipment, parts, supplies, tools, transportation and materials necessary to provide: utility and infrastructure improvements along North Cameron Street, North Kent Street, Wyck Street, and Fairmont Avenue in Winchester, VA. Contractor agrees that all work shall be completed within 730 calendar days following the Notice to Proceed. Owner and Contractor recognize that the time is of essence in this Contract, and if the work is not completed within the specified times outlined above, plus any extensions allowed, then the Contractor shall pay, as liquidated damages, $1,500.00 for each calendar day that expires after the specified completion date. Each Bid shall also be accompanied by a satisfactory Bid Guarantee in the amount of 5% of the bid, in the form of a certified or cashier's check drawn on a bank chartered under the laws of the Commonwealth of Virginia; In order to be considered for selection, Bidders shall submit the following information as part of your response to this solicitation, unless you are a pre-qualified contractor with VDOT. Failure to complete and provide this data sheet and the requested information may result in a non-responsive bid. In general, the project consists of the replacements of existing water and sewer utilities, installation of new stormwater facilities, and replacement of sidewalks along North Cameron Street between Clark Street and Commercial Street, North Kent Street between Baker Street and Beau Street, Wyck Street between Cameron Street and Fairmont Avenue, and Fairmont Avenue from south of Wyck Street to Commercial Street. The Contractor shall proceed with the construction in the following order and each street must be completed before proceeding to the next, to the extent possible: 1. Cameron Street from south to north (includes Clark Street work) 2. Wyck Street from east to west 3. Fairmont Avenue Work on Kent Street (and associated side streets) may proceed concurrently with work in the areas listed above. The Contractor shall proceed in such a manner that will allow for an operational storm drainage system as the project progresses. The Contractor shall prepare a written project schedule for the construction of the entire project which shall be reviewed and approved by the City before construction begins. This schedule shall delineate the number of work crews and the work each will be completing.
