The City of Fontana is the lead Agency for the San Sevaine Trail Project that will construct a 1.25-mile Class I Multi-User (Bicycle and Pedestrian) path, hereby referred to as San Sevaine Trail (SST). The SST runs parallel and along the westerly side of the East Etiwanda Creek/San Sevaine Channel. The project will be constructed within San Bernardino County Flood Control District (SBCFCD) and Caltrans Right of Way, in the City of Fontana and City of Rancho Cucamonga. The project will utilize portions of the existing SBCFCD maintenance roads along the channel, which will be striped and signed for an approximate 12-foot-wide, asphalt concrete paved multi use path. In areas of non-accessible access pathways along. the SBCFCD maintenance roads, the project will construct new paths parallel to the existing roadways to provide an accessible pedestrian pathway. The trail construction will create a pedestrian connection link to Victoria Street. This connection will include a new pedestrian traffic signal for crossing Victoria Street, and street improvements to Victoria Street undercrossing I-15 Freeway that include new curb, gutter, sidewalk and drainage inlets and connector piping. To provide for the continuous multi-user path along the East Etiwanda/San Sevaine Channel, the project will require new construction improvements under the Caltrans owned I-15 Freeway (BR 54-0964) and SR-210 Freeway (BR 54-0681 and BR 54-1312, spanning the East Etiwanda Creek/San Sevaine Channel. The new trail improvements within the Caltrans owned Right-Of-Way (Caltrans ROW) include the construction of ground anchor walls, and concrete retaining walls to permit the new trail construction and maintain support of the existing bridge foundations. The trail construction will include an approximate 12-foot-wide asphalt concrete trail, fencing, railings and trail lighting improvements. This is a federally funded project, and all bidders will be required to meet all federal requirements to be eligible to bid on this project. Bidders are advised that, as required by federal law, the State has established a statewide overall DBE goal. This City Contract is considered to be a part of the statewide overall DBE goal. The City is required to report to Caltrans on DBE participation for all federal- aid contracts each year so that attainment efforts may be evaluated. In addition, there is a Contract-Specific DBE participation goal for this project.
