BNR SCADA Development and Programming Last day for Comments or Request for Clarification: September 20, 2023 Contact information for Owner's Project Manager: Bill Perkins bperkins@wichita.gov o:316-268-4671 c:316-670-0087 The Project Goals related to the BNR SCADA Development and Programming include: o Ensure the safety of the public, City employees, the Project, and Facilities o Zero exceedances of regulatory limits due to control system errors o Develop and program a control system for the changes in processes at Plant 2 o Develop and program a control system for all of Plant 2 and related Plant 1 processes o Incorporate other sites and processes for access from the new programming o Keep, develop, and program a system with both cyber and physical security. The selected contractor shall provide development and programming services as required to design, integrate, and implement a SCADA system for control of systems at Wastewater Treatment Plants 2 and 1. This Project will include SCADA development and programming for work products delivered under Plant 2 Packages 2, 3, and 4 as well as Plant 1 and incorporation of existing infrastructure at Plant 2 and Plant 1. For this project the following assumptions may be incorporated,: all equipment installation and control panel fabrication by other projects; process control system hardware testing and staging by other projects; network device installation by other projects or City IT; Instrument configuration, calibration, and testing by other projects; full operational readiness of field equipment, including wiring troubleshooting and correction by other projects; and any offsite communications or remote communications hardware and configuration by other projects or City IT. The Contractor will coordinate with PEC and CDM Smith, multiple contractors working at Pant 2 and Plant 1, Garver, City Sewage Treatment Division, City IT Department, City PW&U Administration, and others as needed.
