All bids shall be accompanied by bid security in an amount of five percent (5.0%) of the sum of the base bid and all alternates. The form of this security shall be as stated in the Instructions to Bidders included in the Bid Documents for this project. The successful Bidder shall be required to furnish a Performance and Payment Bond written as described in the Instructions to Bid-ders included in the Bid Documents for this project. All bidders are strongly requested to attend and participate in the pre-bid conference in order to receive specific information about site access and critical path scheduling that will be important in preparing bids. Each bidder shall have a Louisiana General Contractors License to bid on contracts for public projects in which the bid price ex-ceeds $50,000.00 as required by the laws of the State of Louisiana. Each BIDDER shall show on the outside of the envelope con-taining his bid, his current General Contractors License number, or if applicable, a statement certifying that the bid enclosed does not exceed $50,000.00 for a public project, his name, and the name of the contract for which the bid is submitted. No bid may be withdrawn for a period of thirty (30) days after receipt of bids, except under the provisions of LA. R.S. 38:2214. The Owner reserves the right to reject any and all bids for just cause. In accordance with La. R.S. 38:2212(A)(1)(b), the provisions and requirements of this Section, those stated in the advertisement bids, and those required on the bid form shall not be considered as informalities and shall not be waived by any public entity.
