Reference Number 0000328283 The Front Range Passenger Rail District (FRPRD) seeks to establish a pool of pre-qualified professional consulting firm(s), which will subsequently be invited to submit task order proposals to provide the following services: --Planning and Project Development --Rail program management, including procurement and project management. Additional tasks include existing conditions assessments, planning studies, modeling, life cycle costing, cost estimating, scheduling, engineering, and design services. --Environmental-- Coordination with ongoing planning efforts and consultation to the FRPRD on environmental review strategies, with future role of conducting environmental analysis and developing NEPA documents. --Outreach-- Development and implementation of public and stakeholder outreach and government affairs programs. --Marketing and Communications -- Development and implementation of branding, communications, and advocacy initiatives to raise awareness and support for Front Range Passenger Rail. -- Funding and Financial Modeling -- Development of funding strategy and financial modeling to support sizing a ballot initiative to fund the FRPRD and project implementation. Analysis to include potential revenue/tax sources, quantification of funding gaps, and debt/financing approaches, as well as assessments of potential revenue contributions from station area improvement districts, tax increment financing, and/or other alternative value capture-related revenue sources.
