Notice is hereby given that the City of El Monte (City) is soliciting Statements of Qualifications (SOQs) seeking firms for the Design and Construction of a Renewable Natural Gas (RNG) Fueling Station (the Project) according to the content and format requirements set forth in this Request for Qualifications (RFQ). Only California licensed and registered design professionals will be allowed to perform the completed design work and only A- or B-licensed contractors will be allowed to perm the construction work. This project will be subject to California and Federal prevailing wage requirements. The City operates its own local transit services. The City seeks to construct a Renewable Natural Gas (RNG) Station for its transit bus fleet and make the station available to other Compressed Natural Gas (CNG) fleets. El Monte Transit Services currently provides transportation to residents and local transit passengers to work-sites, transit transfer points, local schools, recreation facilities and major shopping areas. The City is also serviced by Foothill Transit, Norwalk Transit and Los Angeles Metro. Under PCC 22161(f)(1) and (3), cities and municipal transportation operators are local agencies authorized to engage in the procurement process for certain design-build projects. This RFQ is also the first step in a two-step procurement process in accordance with Public Contract Code (PCC) 22160 et seq., which governs the design-build process for local agencies. Using a Pre-Qualification Questionnaire, this RFQ invites firms to submit SOQs describing in detail the capabilities and experience of their key personnel and subconsultants, and their technical, managerial, and financial qualifications to design, permit, construct, warranty, and commission the Project. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
