Reference Number 0000254476 Question Acceptance Deadline 2023/09/12 10:00:00 AM EDT General Requirements 1.Bid Deposit Required 2.Contractors License Required 3.Insurance Required The Works covered by this Contract are located near the workshops of section 42 of the Port of Montreal. The existing No. 3 substation is on land leased from Canest Transit, just south of Rue Notre-Dame Est. The expansion of Canest's activities requires more land for storage. To remedy this lack of space, the existing substation will be replaced by a new one located outside the space rented by Canest. The construction of a new substation will also make it possible to modernize the electrical equipment. The new substation will be built immediately to the east of the section 42 workshop complex, which will be accessed via 3550, rue Notre-Dame Est. The substation will be supplied directly by Hydro-Quebec and it will route the electricity to the MPA overhead network. The new 12 kV and 25 kV electrical equipment (including the Scada system) was the subject of a separate call for tenders (pre-purchase) whose installation and commissioning must be carried out under this Contract. Once the new substation is put into operation, the existing substation will have to be demolished. Architecture: The construction of a new building on three levels, including a technical space in the basement; Interior divisions in concrete blocks; An exterior facing in bricks, phenolic panels and aluminum siding; A roofing system made of elastomeric bitumen membranes; Metal ladders and stairs; Sealing and insulation works; Steel doors and frames; Any other work shown on the Plans or described in the Specifications. Civil : Civil engineering improvements to allow the building to be set up, such as the relocation of existing underground services (aqueduct, storm drainage and sanitary drainage) as well as new service connections to serve the building; Excavation and backfilling for new trenches; Paving of surfaces around the building and repair of existing surfaces; The supply and installation of concrete fences and barriers; Temporary piling of surplus excavations (at the multipurpose site located in the Viau sector) for characterization by the MPA laboratory; Disposal of contaminated materials in sites authorized by the MDDEP; Any other work shown on the Plans or described in the Specifications. Structure : Reinforced concrete foundations on piles and a steel building structure; The construction of a sectioning chamber (Hydro-Québec) adjoining the building; Interior and exterior slabs for electrical equipment; Any other work shown on the Plans or described in the Specifications. Mechanical : Building mechanical services including a storm and sanitary drainage network, pumping systems, a cold and hot water distribution network, a face wash, portable fire extinguishers, air conditioning, ventilation, thermal insulation and automatic regulation; Any other work shown on the Plans or described in the Specifications. Electrical: Electrical installations on the site to maintain existing services to neighboring facilities; Installation of underground concrete duct blocks and FRE ducts; Underground connection to the Hydro-Québec network including all work required in accordance with the distributor's requirements; Installation of medium-voltage electrical equipment provided for pre-purchase by the MPA; Wiring and cable trays for all low and medium voltage connections; A complete grounding system including a grounding grid, grounding rods, grounding bars, conductors and grounding enhancement material (GEM) for outdoor work ; The establishment of a SCADA network (whose control equipment is provided in advance by the APM); A DC power supply system; Medium voltage capacitor banks; Building electricity including lighting, service outlets, electric heating, connection of appliances supplied by other divisions and electrical distribution; Security systems including emergency lighting, a fire alarm system, a camera surveillance system and an access control system; Telecommunications connections to existing MPA services; Testing and commissioning of systems; Any other work shown on the Plans or described in the Specifications Contractual deadline: The Contractor must carry out the Construction Works of the new building, including the correction of deficiencies, within 20 calendar months from the date of the Notice of Award established by the APM. The Contractor must carry out the Works without interruption and must provide a sufficient number of teams to meet this schedule. The demolition of the existing substation must be completed after the commissioning of the new substation.
