This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number W50S77-23-R-7005 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2023-04 June 2, 2023. This solicitation will be a 100% small business set-aside. The associated NAICS code is 541330 (Engineering Services). This acquisition is for the following items as identified in the Line Items: 0001) 147 ATKW Building Water Infiltration Study 0002) 147 ATKW Restore Building 1057 Study 0003) 147 ATKW Restore Building 1359 Study 0004) 138 Alert Shelter Repair Study 0005) Building 1379 and 1380 Demolish Design Study 0006) Extend Barrier Access Roads Study Description of Work: 0001) The purpose of this project is to identify the facilities on base that are not weather tight and have water infiltrations that will possibly create mold and mildew conditions. These conditions may be through the roof systems, building exterior walls, windows, or doors. 0002) The purpose of this project is to identify damage within Building 1057 where known weather infiltration is occurring. Additionally, investigate issues with the building envelope, HVAC systems, roof system, insulation, dehumidification, and interior. Identify what repairs are required to be identified to restore the facility back to operational capability. 0003) The purpose of this project is to identify damage within Building 1359 where known weather infiltration is occurring. Additionally, investigate the building envelope issues, HVAC system, blast doors, insulation, dehumidification, and interior. Identify what repairs are required to restore the facility back to operational capability. 0004) The purpose of this project is to identify the repairs to the 138th Fighter Wing (FW) Det 1 Aerospace Control Alert (ACA) Shelters required to meet ACA facility standards as per CONR-1AF (AFNORTH) ACA Infrastructure Standard, Section V. 0005) The purpose of this project is to investigate and inform of the proper procedures for the demolition of Bldg. 1379 and 1380. 0006) The purpose of this project is to identify the existing conditions of proposed location to construct an extension of the current arresting barrier access roads to match existing, rigid concrete paving to allow service vehicles to park outside of the aircraft runway clear zone. See the Statement of Objectives for each project as discussed in the attachments. Location of the Government site is 14657 Sneider St, Houston, TX. 77034; building specifics will also be identified in the contract; Delivery: 30-60 days after receipt of contract. The Government anticipates award of a Firm Fixed Price contract. Offerors responding to this announcement shall submit their quote in accordance with FAR 52.212-1 Instructions to Offerors--Commercial Products and Commercial Services and include a copy of 52.212-3 Offeror Representations-Commercial Products and Commercial Services. Submission of quote shall include the following: (1) Technical and (2) Price. All responses shall be submitted electronically to shawn.stewart.4@us.af.mil and linda.s.janak.civ@army.mil The basis for award will be price alone. FAR 52.212-2 Evaluation--Commercial Products and Commercial Services, the criteria for evaluation are: (1) Technical and (2) Price. The lowest priced quote will first be evaluated for technical acceptability in accordance with the minimum specifications identified in the statement of objectives. If determined not technically acceptable, it will be removed from competition and the next lowest priced quote will be evaluated for technical acceptability. This will continue until the lowest price quote is determined technically acceptable. Once the lowest priced quote is determined technically acceptable, then a determination of responsibility will be completed. If found responsible, evaluations will be closed, and award will be made. The government intends on awarding a contract without negotiations or discussions. INSPECTON AND ACCEPTANCE TERMS: Services will be inspected by Contracting Officer Representative (COR) and accepted at destination. Period of performance is 60 days after receipt of order (ARO). Reference the attached Federal Acquisition Regulation (FAR) provisions and clauses that apply to this acquisition. Contractors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, with their offer. To be eligible for an award, all contractors must be registered in the System for Award Management (SAM) at the time the quote is submitted. A contractor can contact SAM by calling 1-866-606-8220 or www.sam.gov. NO EXCEPTIONS. A SAM UEI number is required in order to register. All invoices shall be submitted electronically through WAWF.
