This project will be for the for the treatment plant only, no removal of the old facility will be required, and the existing disposal fields will remain in operation. In order for a bid to be accepted, the following criteria must be met and approved by a Dare County Representative/s: 16,560 gallon per day design flow Drain field loading rate 1.0 gallons per day/sqft Treatment Standards must meet or exceed: Daily Maximum- CBOD<15mg/L, TSS<15mg/L, and Total Ammonia Nitrogen <15mg/L Monthly Average- CBOD<10mg/L, TSS<10mg/L, and Total Ammonia Nitrogen <10mg/L Dare County is requesting an EZ Treat System or its equivalent be installed in order to meet the limits set by the current permit issued by the State of North Carolina. Preliminary engineering work has been completed and will be provided upon request. The contractor shall purchase and install any and all treatment, plumbing, and electrical equipment required for a "turn key" system to be turned over to the County upon completion. Turn key costs should include but are not limited to: material costs, labor expenses, professional services, and overhead. Prior to completion, a Dare County and/or State representative may need to verify the system is functioning as permitted. Bids that are $500,000 or greater require a bid bond of 5% of the bid amount. Submittals shall include 2 envelopes, one with the bid bond and the other with the provided Bid Sheet. Failure to comply with the two-envelope system or using a Bid Sheet other than what is provided may result in a non-responsive bid. No electronic submissions will be accepted and it is the sole responsibility of bidders to ensure receipt of bids. Also, payment and performance bonds will be required in the amount of 100% of the bid total prior to contract award and notice to proceed issued.
