The project requires professional engineering services to evaluate proposed new trail, rerouted trail, and road to trail alignments based on underlying geologic conditions. The project may need permits from agencies, including but not limited to, San Mateo County Planning and Building Departments including a Coastal Development Permit, County Department of Public Works Encroachment Permit, California Department of Fish & Wildlife, Regional Water Quality Control Board, and United States Army Corps of Engineers. The District will prepare any necessary regulatory agency permits and pay any associated fees. The District's trail construction crew completed layout of the preliminary trail alignments based on observable conditions, including landform observations, known sensitive species populations, and proximity to jurisdictional areas such as streams, wetlands, and riparian habitats. The preliminary alignment totals seven miles incorporation approximately 2.8 miles of existing routes and 4.4 miles of proposed new trail construction, at least two (2) trail bridges will be required, and multiple 16'-20' span puncheons (District standard detail). The trail will also likely require other drainage crossing solutions, minor retaining walls (District standard detail <30" high), and rocked sections of trail tread. A segment of trail along Verde Road is within the San Mateo County Right-of-way and will require an encroachment permit with San Mateo County Department of Public Works. Additionally the project may incorporate some road removal/abandonment to serve as mitigation for project related impacts to natural resources. The District's trail construction crew will build the trail and structures (i.e. trail bridges, retaining walls, etc.) based on the final design. The consultant shall provide a letter report summarizing existing conditions and engineering geology recommendations. The consultant shall provide design and engineering services including an evaluation of the proposed trail alignments and improvements from a geological perspective, preparation of plans suitable to permit the project through San Mateo County Planning and Building Departments, and engineering services during construction as necessary during implementation by the District's trail construction crew. The District will use the design plans and associated calculations, with support from the consultant, to apply for and receive building permits from San Mateo County for any trail structures required. The District will use the 60% design plan (Task 1c) to apply for any required regulatory permits. The deadline to submit questions is August 31, 2023 at 5:00pm.
