The general nature of the Work is as follows: The Work includes construction of a new railroad yard and runaround track to serve a freight loading and circulation station, a vehicle access driveway to provide vehicle freight access to the paved transload circulation area, fencing, a small operation building and utility and drainage improvements, including site lighting, drainage treatment and disposal and water and sanitary sewer infrastructure improvements. A contract according to the General Conditions, Supplementary Conditions, and Addendums (if applicable) shall be signed prior to work commencing. Each bid must be accompanied by a cashier s check or surety bid bond, in an amount of not less than five percent (5%) of the total bid for all bid schedules (including sales tax). A performance bond, payment bond, and liability insurance in accordance with the contract documents will be required for the Contract. This is a prevailing wage project per applicable State Law. The Spokane Airport Board reserves the right to reject any and all bids, to waive any informality, to accept any alternate bids, and to make such award that it deems to be in the best interest of the Airport pursuant to the terms of the Instruction to Bidders and General Conditions. The contract will be awarded to the lowest responsive and responsible bidder. All bidders are cautioned to be aware of the requirement to have their bids considered responsive.
