This project entails the Owner pre-purchase of equipment for the Catherine Branch Wastewater Treatment Plant (WWTP) Phase 2 and Influent Lift Station Pumps. The WWTP provided shall be designed and manufactured to meet the following requirements and as further described by these proposal documents. Design Criteria Requirements: Design Flow: 0.375 MGD Peak Flow: 1.5 MGD Influent BOD = 300 mg/l concentration Effluent Quality Requirements: (From TCEQ, Chapter 309 - Domestic Wastewater Effluent Limitation and Plant Siting, Subchapter A: Effluent Limitations, effective May 9, 2023: BOD-5 = 10 mg/l TSS = 15 mg/l Ammonia Nitrogen = 3 mg/l DO = 64.0 mg/l Chorine: 1.0 mg/l after 20 minutes detention time at peak flow Wastewater Treatment Plant Equipment and Pump Station - These items of equipment shall be in accordance with the Technical Specifications and TCEQ regulations for Wastewater Treatment Plants and Influent Lift Station Pumps. The Owner shall also pre-purchase additional services, as outlined below. Bidders must submit a cashier's check, certified check, or acceptable bidder's bond with their proposal as a guarantee that the Bidder will enter into a contract for the project with the Owner within fifteen (15) days of Notice of Award of the contract. The security must be payable to Town of Northlake in the amount of five (5%) percent of the bid submitted. Contractor must execute the contract, bonds and certificates of insurance on the forms provided in the Contract Documents. The Town of Northlake reserves the right to adopt the most advantageous interpretation of the bids submitted in the case of ambiguity or lack of clearness in stating proposal prices, to reject any or all bids, and/or waive formalities. Bids may not be withdrawn within ninety (90) days from date on which bids are opened.
