Statements of Qualification and Experience (Statements) will be received by the Salt Lake City Department of Airports (SLCDA) for a firm (Respondent or Respondents) to provide survey field work services at the Salt Lake City International Airport. The RFQ package, which includes a Statement of Work describing the required services, can be obtained by prospective Respondents beginning August 14, 2023, by registering online. It is the responsibility of each Respondent to register through the Utah Public Procurement Place Supplier Portal and frequently monitor SciQuest for any changes or updates affecting this RFQ after the original posting date. Proposals will only be received by email to cole.hobbs@slcgov.com, Airport Contracts and Procurement Manager until 2 p.m. local mountain time on September 8, 2023. Respondents may contact Shauna Henderson at 801) 575-2978 with questions regarding the website. The City reserves the right to reject any and all statements or to accept any statement that is deemed to be more advantageous to the public and Salt Lake City Corporation. Respondents or their agents are instructed not to contact selection committee members, City employees, agents or contractors of the City, the Mayor's office, the City Council, or members of the Airport Board (as outlined in Salt Lake City Code Title 2 Chapter 2.44, Conflict of Interest), or externally manipulate or influence the procurement process in any way, other than through the instructions contained herein, from the date of release of this RFQ to the date of execution of the Agreement resulting from this solicitation. City, in its sole discretion, may disqualify Respondents that violate the prohibitions in this paragraph. REPRESENTATION REGARDING ETHICAL STANDARDS FOR CITY OFFICERS AND EMPLOYEES AND FORMER CITY OFFICERS AND EMPLOYEES. The Respondent represents that it has not: (1) provided an illegal gift or payoff to a city officer or employee or former city officer or employee, or his or her relative or business entity; (2) retained any person to solicit or secure this contract upon an agreement or understanding for a commission, percentage, or brokerage or contingent fee, other than bona fide employees or bona fide commercial selling agencies for the purpose of securing business; (3) knowingly breached any of the ethical standards set forth in City's conflict of interest ordinance, Chapter 2.44, Salt Lake City Code; or (4) knowingly influenced, and hereby promises that it will not knowingly influence, a city officer or employee or former city officer or employee to breach any of the ethical standards set forth in City's conflict of interest ordinance, Chapter 2.44, Salt Lake City Code. SUBMISSION PROCEDURE AND STATEMENT CONTENT 1. Submission methods. a. Proposals shall be delivered electronically via email, by September 8, 2023 to cole.hobbs@slcgov.com. The "subject line" of the email must include the following words: "Proposal for Airport Survey Field Work Services". No Zip File Submissions are allowed. Attachments to the email must meet the general requirements stated in subparagraphs 2, 3 and 4 of this paragraph A. b. SLCDA will provide Respondent with confirmation receipt of Proposal submission. If the Respondent does not receive prompt confirmation of receipt of Proposal submission, Respondent should contact Cole Hobbs at cole.hobbs@slcgov.com.
