The work consists of the installation of approximately 425 feet of 8 inch Ductile Iron Watermain Pipe (open cut), valves, water services and other associated items associated with the project. All bids offered must be accompanied by bid security in the form of cash, certified check or bid bond made payable to the Village of Libertyville in the amount of ten percent (10%) of the amount of the aggregate of the bid as a guarantee that if the bid is accepted, a contract will be entered into and the performance of the contract properly secured. Electronic bid bonds will be accepted as part of this bid. State of Illinois, Department of Transportation, Contractor Pre-Qualification and Subcontractor Registration is required. The Village of Libertyville reserves the right to accept or reject any bid, to award all or part of a contract, and to make such awards as are in the best interests of the Village of Libertyville. Factors other than price which will be considered in awarding or rejecting bids shall include the results of reference contacts, and the quality of the bidders performance on prior projects, if any, in the judgment of the Village of Libertyville. All proposals submitted shall be valid for a period of 60 days. Unless all bids are rejected, the contract award will be made to the lowest responsive responsible bidder. Bidders who are awarded a contract shall be required to provide a Labor and Material Payment Bond and a Performance Bond, each in the total amount of the contract sum upon execution of the contract. The successful bidder is required to pay the general prevailing wage for work under this Contract as ascertained by the Illinois Department of Labor, and shall submit certified payroll records, in compliance with the Prevailing Wage Act (820 ILCS 130) and the requirements of the Bidding Documents.
