A certified check payable to Masontown Borough or a bid bond on the bid form executed by the Bidder and an acceptable Surety company, in an amount equal to ten percent (10%) of the bid amount, shall be submitted with each bid to guarantee the Bidder's entrance into a contract if given the award. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications, or any applicable statutes of the Commonwealth of Pennsylvania. No bid may be withdrawn for Sixty (60) calendar days after the scheduled closing time for receipt of bids. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. Masontown Borough reserves the right to reject any or all bids and to waive any informality in the bidding process. The Borough of Masontown is seeking proposals to provide Wastewater Treatment Facility maintenance and operation services for 2 extended aeration wastewater treatment facilities within the Borough of Masontown. Services shall be provided by Certified Operators in accordance with Pennsylvania Department of Environmental Protection regulations. 1. The Borough intends to enter into a contract for a period of one year, with an option to extend the Contract for years 2 and 3. 2. The Contractor shall submit a Proposal in accordance with the Billing procedures outlined below. a. The Contractor will provide a monthly invoice to the Borough for maintenance and operation of both the Big Run WWTF (Design Flow = 0.4 MGD) and the Bessemer Run WWTF (Design Flow 0.2 MGD). b. The Contractor shall provide a lump sum monthly cost to operate and maintain both facilities in accordance with all applicable regulations, rules and standards. Monthly lump sum amount shall be identified on the attached Bid Form. 3. Contractor shall furnish all personnel, labor, equipment, trucks and all other items necessary to provide the work described in the Services to Be Provided Section of this Request for Proposals.
